A friend of mine has done a few vehicles, I helped out on one.
First off are your headlights a headlamp or plastic with a bulb.
To put strobes in the plastic style you drill a hole into the housing big enough for the strobe to fit in.
This is the hardest part, where to drill so as not to interfer with the headlight beam and also where to put it where there is room to put the assembly back in. After this its all wiring.
If you good with wiring, and have some money its easy. I don't recommend putting them in the headlights at all. I would put them in the side marker amber lense, and in the reverse light of the tail light. But i dont know the reason you need them, but if its for public safety then I would go with amber colored strobes in the rear, and clear ones in the side markers. check out www.galls.com
The reason being i work for New York City Fire Department,and i want to hook up my pick up truck with them i have dash lite already.I went to a few stores on the issue on putting them in and most places are about $400 dollars installed.If anyone live in the new york city area and knows a place that is cheap and good,i would like to know,if not rite after holidays i will get them done or do them my self.Thank you all for the time and response on this matter

I wouldn't put them on though, I prefer the old fashioned amber strobe light on top.
Sorry, I forgot about service vehicles. There are exceptions.
