My buddy has a early99 superduty with a PS and it never got more than 10MPG since new. The puzzling thing is it does this empty or with 6000lbs on it. It still gets 10MPG either way. Nobody can figure this out. The dealer says the truck is fine!
Change the Air filter to a performance type and change the downpipe to a 3.5". For about $200.00 this is a good start. I also have a 97 with the same gears, I found a big improvement doing this, Both mileage and power.

you might also want to try to clean the fuel regulator screen on the driver's side of the fuel bowl and clean out the crud from the bottom if there is any. it might help some
