I suspect all your problems stem from your truck missing the vehicle speed sensor (vss) signal. It's common on older trucks and usually easy to diagnose and fix, but you might have a harder time since someone hacked up your wiring. The VSS sends a speed signal to the speedometer, cruise control servo, transmission control module, and the ABS module.
First thing to do is to check for codes using a simple test light and a paper clip. You can do find write ups about that by searching the forum. The codes will lead you to what to check.
The second thing to do is see if your test connector is still connected to the VSS. The test connect or a round 2-pin connector on the inner fender well next to the brake master cylinder. Pop off the dust cap and use a multimeter to check continuity. You should have 700-1400 ohm. If you do, then the wiring problem is behind your dash, and not under your truck. The VSS wires are red/pink and light green/black. Once you find and repair those wires, things should be fix and the flashing light will go away.
