Unfortunately, the solenoid controls idle speed, not just the choke. There is a procedure to setting the idle. After truck is warm, you have to jump the diagnostic hook up, unplug coolant sensor to set your fast idle. You then have to set the other screw (anti diesel) to another value. I would replace all the smog parts and try to find the instructions. I think they are printed on the sticker above the radiator. Better yet, get rid of all the smog crap if you can.
Keep in mind, there is also an idle mixture screw hidden on the bottom passenger side of carb. I think you set this to a certain number of turns and forget about it because the computer takes care of the mixture. My smog tech uses this to get it to pass idle emissions part of the smog test.

No diagnostic hookup on a 390, ever. Unless somebody put fuel injection on it. I know of some snipers around my neck of the woods.
