Angry Problem with ABS 2000 Excursion 7.3l

My 2000 Excursion has been "chattering" during ordinary braking for a long time. I suspected ABS but could never prove it. Now my ABS dash light comes and goes out at random. It keeps getting worse so I want to fix it. This is what I have done so far:
1. Replaced speed sensor in rear axel. Also changed the oil while I was there.
2. Replaced both front ABS sensors in front axel. Also replaced the front brake pads while I was there.
3. Verified battery voltage at both sides of the 60A ABS fuse.
4. Tried removing fuse and did test drive. Removing the fuse did result in the ABS light being ON continuously.
None of the above repairs/tests made any difference in the brake chattering. BTW, this chattering is quite violent and really shakes the whole vehicle.
My only conclusion is possibly the ABS control module or the hydraulic unit itself.
Any advice or comment is welcome.

Have you looked at the tone rings that the sensors read for corrosion...more specifically the ones in the front?

'Looked at", yes. When replacing the sensors, I spun the wheel by hand and the tone ring ends looked shiny, and bright. I did not think to test them for output voltage however.

Have you checked the codes with a good code reader like FORScan or FORScan Lite??
Keeps you from throwing parts which is a bad idea.

I get no codes on this. My OBD2 reader is a Harbor Freight Cen-tech. Not professional, but has always given me good reads. I am not sure Ford ABS threw codes in 2000. Another thing comes to mind. Maybe my imagination, but the brake pedal pressure to stop seems like it takes more than it used to.

Do not know what reader that is but if you have an OBD II blue toothed reader you can download FORScan for your phone and it is almost as powerful as the machines at the stealership. Most readers from parts stores do not do a good job on our vehicles.
