I think everyone's does that at 10-13 gallons. Mine's just a screwy gauge (I think I have a bad sending unit). It'll go all the way to E on fillup (low fuel light comes on). After 10-20 miles of use, the gauge goes up to F and the light goes off. After a while it'll go down to 3 quarters full or half, just differs all the time, and it never shows an in between reading, and then eventually a quarter full, and then by the time I hit about 200 miles (which is about 12 or 13 gallons used on my truck, and I run my RPMs kinda high when I drive, and cruise around 3k RPMs on the freeway) the gauge reads E and the light comes on.

im not sure on gallons i usually put it about 19 to 20 on my 89 bronco II 4x4.
but my father owned a like 91 i think Dodge Ramcharger, it had like a 30 gallon somthing tank on it but everytime we went to put gas in it it only held like 15 or so... Finallly found out that the pump in the tank had come lose and was sitting in there at an angle, so even though there was plenty of gas in tank, fuel pump couldnt suck it up.
