Considering buying a project 1993 Ford F-250 with the 351 and manual trans he says it was inspected by mechanic and needs nothing but a new clutch he says the motor strarts right up and you can put it in all the gears but it doesn’t do anything it’s like it’s in neutral all the time. Does that sounds like it just needs a clutch or does that sounds like a transmission issue?
No, that doesn't sound like a clutch issue at all, unless by some sort of absolute magic, the clutch is stuck in the disengaged position, which is very unlikely.
A few guesses I would venture would be the transmission input gear being trashed, if equipped, the transfer case being trashed, or the rear end being broken.
It's *possible* its the clutch, but if you can start it, and row it through the gears, I wouldn't bet on it, usually even a blasted clutch will drag, even if it won't handle the torque enough to actually move the truck.

True it would drag a little but not enough to move the truck BUT........ what is the disc or PP exploded?
There would be nothing left to drag.
You did say it was a project and depending on the transmission it has and the price of the truck it may be worth the buy.
