When you say 5th locked out. Do you mean your running 70 in 4th gear. If that's the case that's the problem at least let it get to 5th gear. If you are in 5th at that speed try running 65. I pull an Outback 335CG that's around 10k loaded with a 12 F250 6.2 w/ 4.30 gears. I typically run. 65 and get between 8-9 mpg. Speed is your enemy pulling any camper
I did the first trip with my 2019 F250 6.2, 3,73, towing a 5800 lbs trailer from Reno (NV) to the Central Valley of California and back. Even going "down" to California you have to go over Donner Pass, and the whole trip has a lot of hills where the truck had to go down to third gear to keep the speed.
I had 11.9 mpg going and 8.5 on the return trip, for an average of 10.2.
Just looked at my scale ticket for truck and equipment trailer, 18520 pounds, average load. Flat ground and I average 9.2 mpg. I always lock out 6th and I know the 4.30 gears help.
Not sure why people have this fixation on locking out gears when on level ground running a steady speed. If your truck won't hold top gear at 70, the problem is the 70....

Perhaps if you understood where the torque and powerband of your engine is, you would understand locking out 6th gear. Nobody said anything about 70 mph. The software for the tranny is designed to put it in 6th gear and towing heavy loads around town does not require 6th gear, or even 5th sometimes, if you want to get the best mileage and driving performance. I speak of the 6.2 and I see many of the 10 speeds suggest locking out 10 and 9th.
