They've been doing that for decades.
My parents had a 1990 Suburban they finally sold about 5 years ago, so it was 25 years old. About 5 years before that my dad and I had most of the rear interior out patching body leaks, and several of the panels had inspector's signoffs on them, very similar to your picture. Turned out it was an early build 1990, because the dates all said 10/89.
So yeah, definitely an inspector's signoff.
