Fuel tank issues

I think his truck is too old though, I don't think he has a return line system. But I was wondering if the vent lines where clogged, as the day went on and the weather warmed up, would the fuel expand and push it to the other tank through a faulty valve? Or possibly the valve can't handle the pressure and is bypassing the fuel?
