The light would go on and I could hear the shift motor working...
Turned out my driver side hub actuator was bad and causing the hub to engage/disengage and it wore the splines off my outer axle shaft.
$400 ford actuator and a $250 shaft from a wreckers and I was good to go

The best thing to do is to start with some diagnostics steps first.
I would first check the fuses with a meter, Just looking at them
can fool you. (Been There Done That)
The steps you need to take are in the PDF
308-07A-50 Four-Wheel Drive Systems DIAGNOSIS AND TESTING.
I also put the fuse and relay diagram in with this.
If you do the pin point testing it will save you on parts.
I never like to just throw parts at an issue.
Feel free to ask questions and we will do out best to help.

There is a relay somewhere behind the radio that we replaced on a 2008 250.
Went through every thing acuator, module, 4x4 switch. Nothing....Called a friend at Ford and he give us the heads up on that relay.
Same problem your having no 4x4 even manually locking hubs. Now getting to it was an adventure in itself. It worked though.

The PDFs I posted have the pinpoint testing in them for finding the problem.

I do not have 4x4 capability now and it appears it is not working in both manual and esf mode. I do appear to have the ability to select high or low in esf mode. I've read the above posts but I am not clear on what the 4x4 actuator does. If anyone could tell me what it controls and how it, does it I would be appreciative. I do know how the pneumatic side of the 4X4 system works and I will test it. Heading to the coast in about a month and would like to have the 4x4 capability for the beach. Thanks.

Hello, I see this is an old thread, but thought I'd try my luck. I am having a similar problem, no 4wd even with the hubs manually locked. The lights don't come on when I attempt to shift into 4wd, but do come on for the test when the truck first starts. I've tested the fuses with a meter, all good. The vacuum pump is working, I can manually actuate the vacuum solenoid and manually shift the transfer case motor so all seem to work. With the hubs manually locked and the transfer case motor manually actuated to shift into 4wd, it does go into 4wd, but still no lights on on the dash. I have also tested the esof switch in the cab, I don't know what exactly I'm looking for to test it, but there is varying resistance on the 2 center pins as I switch positions so it seems like it's doing something still. I don't have access to a scanning tool, except a basic obdII reader (No DTC codes show on it) unless I bring it to the dealership 50 miles away, so have I missed checking something other than the 4wd computer module or have I done what I can and it's time to pay a professional?
*Edit* I should mention that even though the vacuum solenoid and the shift motor are functioning when manually actuated, there is no signal to the solenoid or relays when the esof switch is turned. Also, I've since retested the esof switch and the resistances are in spec.
Truck is an early 2004 6.0 F-350 lariat dually.
