I slid my hand bewteen the license plate mount and fog light (tight squeeze) grab socket and quarter turn it to unclock tabs. Pull back towards radiators then pull bulb and socket back to me, i stall new bulb into socket then reinstall.
It sucks how tight of a fit it is but its better than pulling front bumper. Also recently ive removed the plastic rivets holding liciense plate to bumper, went to parts store and bought four reusable plastic push pins. Now ill just remove liciense plate bracket and have the entire front bumper access open
My hand is too big to fit between the plate bracket and the fog lite. I can’t think that Ford engineers would build a non accessible bulb but it’s looking like it and I’m leaning to removing the LP bracket for access.
My hands are not small and I have sausage fingers. I worked my hands up there to the bulb socket. 1/4 turn and it's out. Same process to install. I did wear some Mechanix gloves to prevent slicing up my fingers on the cooler.
If you want to loosen your bumper to make more room you can do that too. 4 big bolts on the front near the tow hooks (or where they should be) and then 2 in each wheel well IIRC. Remove the bolts in the wheel well and loosen the 4 on the front and the bumper will "sag" a bit and kick out the lower portion with the valance. You should be able to access the fog lights easily then.
