I've got a strange issue, and I dont think I'm missing any parts according to the truck parts catalog and shop manual, but something doesnt seem right.
With everything installed, including the horn brush, horn doesnt work. If I run a jumper wire where I drew the red line, horn does work. Unless I'm not thinking this through right, seems like theres no way for the hole that has the horn wire attached to it to connect to the metal horn assembly for it complete the ground. I dont see a part there, but seems like there should be another wire or spring there to complete the connection? Any ideas to why it wont work with the button in place? On a side note, I'm placing the horn brush in with the circle side facing inwards, and the cylinder side closest to the button.
The exact same brush as I've got for the outter ring goes on the inner part too, or is it a different part number all together? That would make alot more sense as to complete the circuit, some reason I only saw one brush on the drawings.

I'm having trouble getting my steering wheel back on fully. I feel like I'm tightening the nut way too hard but theres still a decent gap below the wheel and dont want to over do it. It seems to be far enough out where I'm not getting contact to the inner spring. Am I installing the wheel the wrong way?
Loosen the 2 bolts that hold the column to the dash and pull up on the column to close the gap. There is a spring that pushes the steering wheel away from the column, so it helps if you have someone pull on the column while you tighten the bolts. Otherwise you can remove the spring, set the gap then reinstall it. A little more work, but if you don't have another set of hands it may be the best way to go.
I got the gap closed and am able to activate the horn now. Got it to about 1/8". Was pretty interesting doing alonenwith the wheel installed, but shes done. Thanks everyone.
