I thought they can only lock it in at time of order, if not, the vehicle had to arrive before expiration. Is that not the case?
You are 100% correct. PCO must be locked in at time of order. You can't just start locking in random rebates throughout the order process.
A) Lock in price of vehicle plus all available rebates at the time the order is put through.
or
B) Take whatever rebates are available when truck is delivered (whichever is greater).
You can not mix between the two. The reality is the price protection is to protect the customer from the vehicle costing more if rebates change since their decision to buy was when they placed the order. Therefore, that is the protection they get.
Getting a PCO mid order is not protected.. it was never a factor at order time and is just a bonus if you can get the vehicle prior to it expiring.
Example - Ordered June 27th, $2,500 Cash rebate, $500 finance rebate - Total of $3,000 in rebates locked in
Get PCO on July 7th for $2,000... it is not now $5,000 in rebates automatically pending truck comes in by Sept 30th.
Sept 1st it is now $1,500 Cash Rebate, $1,000 Finance rebate - Total $2,500 in rebates. PCO makes it $4,500 in rebates total.
Truck comes in Sept 25th, you are entitled to the $3,000 locked in and the $2,000 PCO.
Truck comes in Oct 4th... PCO is dead, so you either take the $2,500 in current rebates or the $3,000 in locked in rebates. Obviously you would take the locked in rebates since it is higher.

They will be out, or at least available to order prior to the expiration.

The order bank for the 2020 should be open before that PCO expires, if you have a good dealer he can lock it in. If you want a 7.3 dig that out of the trash and wait for the order bank to open

Received a $2k PCO in the mail yesterday that's good until 9/30/19. At that point I will have had my truck just 3 years, and it will likely have less than 30k miles on it. Its doubtful that this PCO will get used.
