2004 excursion odb 2 issues

2004 excursion odb 2 issues
While driving has loss of rpms and then goes back to normal . Then about a mile or 2 shut off , started right back up and ran normally. Tried to hook up snapon scanner that I've used before and have no communication at all used a different one and same problem checked fuse and it's good changed any ways same problem help
