Did you remove the inner lug nuts?
Usually, using a large hammer and a short length of two by four positioned to the inside of the wheel will do it. Or you might try re-installing some inner lug nuts, but don't tighten them, leave them about an eighth inch from contacting the wheel. Lower the truck until the tires are setting back on the ground with the full weight of the truck on them. Push the truck side to side until the wheel loosens from the hub.

Hey once the lug nut is removed then the outer wheel all that’s left is the inner wheel sitting snuggle on the half shaft hub and the lugs it does feel like something else is holding them on I’ve even had Porto power between wheel and brake drum to which no movement at all

Did you remove the “inner cap nuts”? As pictured. If not, that’s your problem. If so the inner wheel is just frozen to the hub and drum. Use of PB Blaster, a big hammer, and leverage will do the job. Stu
