Take it to another body shop would be an option. Don't just go by what one shop stated.

Here in SoCal I think you could source that qtr panel relatively easy. For example, the Ex that got my fender and door from is as straight as an arrow, and I know it still available for parts. It's a rust free California specimen.

Post up a couple of pictures, so we can actually see just how bad the exterior damage is. As the folks above have said, there are rust free donor vehicles out there if you really want to save yours.

If it's a gasser, and was hit in the rear, insurance would absolutely total it, a rear quarter is expensive, then needs to be cut out and welded into place, it's not a simple bolt on bolt off affair.
If you have full coverage, collect insurance and be done with it, or buy it back and pound it out.

Replacement panel
I had a 37" tire explode on my ex while doing around 80 back in 2013. The tire destroyed the drivers rear quarter panel. I have state farm. They will not use aftermarket or used parts. Took 2 months for them to track down this new quarter panel. It came out of England believe it or not. They kept asking me to take a check and be done with it. I'm particularly about my vehicles and want it done right. The check wouldn't cover 60% of the total repair. Was $12000 in repair work once it was all done(most expensive shop in the city. They work on Ferrari's and lambos etc).
