But there is air flow blowing from the roof vents ? I wonder if the blend door shaft is stripped out where the actuator attaches? When you replaced the actuator did you remove the rear quarter panel? Or did you just do it through the opening it the top? You might pull the actuator back out and test it's function with it plugged in and see if it's shaft does in fact rotate when you move the temperature selector in the overhead console.

Luis, my guess is the rear expansion valve is clogged.( It regulates the flow through the evaporator....).
If the line is cold but the evaporator itself is not getting cold look at the expansion valve in the line there.
You do have to empty and vacuum, and recharge the system when the new expansion valve is installed.
You'll have to take the rear quarter trim panel off again, but that should be it.
If the inlet line is cold, and the outlet line is not, that's your problem.
You can blow out the evaporator when you remove the valve just to check airflow through that, but it's usually just the valve itself that gets clogged or damaged.
