For what it's worth my 2016 produces 25psi at WOT with a 6k trailer behind me on a slight incline. And I was no where near 3500rpm.

Might also check your fuel filters. When were they changed last?

MIght just be something to check.

Boost is not normal at all.

This is all good info. Thanks.
Upper tube to innercooler changed
Filters changed every 15k miles (every other oil change )
Air filter cleaned every other oil change

Will try a DIY "smoke" test.

Do you use a fuel additive? There's another thread on reduced power in the '99 - '16 forum and someone brought up the the cardboard disc in the tank problem.

Yes, i do use additves. No cardboard disc. I puncture the plastic or metal seal and leave it on the bottle.
Added to auxiliary tank.

UPDATE
I adjusted and tightened down clamps on the tubing to the point i wouldnt have been surprised if one were to snap and headed for Fl. Took the Alabama route, lesser steep grades than 24 to Chattanooga.
I would say the truck operated at 90%+..
Dropped to 4th only a few times and only on 5% or more grades. 8 to 9. rpms didnt reach the 3500 level.
Its been so long since the truck hasnt had something going on im not sure precisely how irs suppose to act.
Replacing the tubes (upgrading) is in the plans

On the CAC tube the hose on my truck came out from under that ring. I could still drive my truck but not with a load. I went to the Ford dealer and got a hose clamp from them with the spring, $50 later and no problem. I may buy another clamp for emergancy
