I've never noticed a sound with my seat heaters in my Lariat, when the cooled seats are on sure, but not the heated seats. I don't have the rear heated seats though, so maybe that's the difference?
To the OP, another possible source of the sound might be the inverter, it's located under the rear seat. Next time you hear the buzzing, you'll have to get in the back and try to isolate where exactly the buzzing is coming from.

Yeah, even in the really cold snap we got a few weeks ago, where temps were closer to -40, I never heard a noise. However, I did think of a different possibility. Mine's a gasser, so I forgot this was an option, but don't the diesels have some kind of auxiliary cabin heater? Maybe that's what's being heard instead of the seat heaters?
