4 wd not engaging

Just a shot in the dark here since it doesn't seem like youve done any diagnosing, but is it possible it is out of adjustment?
ACTION
Use the following Service Procedure to adjust the transfer case shift linkage. It may necessary to replace the shifter bracket assembly as well.
SERVICE PROCEDURE
1.Remove the transfer case control rod at its connection with the shift linkage pivot pin.
2.Loosen the two (2) 9/16 bolts connecting the shift bracket to the transmission.
3.Move the bracket as far rearward as possible, torque the bolts to 85 lb-ft (115 N.m).
4.Move the shifter into the 4H position and hold the linkage against the 4H detent wall of the shift gate.
5.Without applying any further force rearward on the transfer case lever, try to reconnect the transfer case control rod to the shifter pivot pin.
a.If the transfer case control rod can be reattached to the shifter pivot pin, return the vehicle to the customer.
b.If the control rod cannot be reattached to the shifter pivot pin, remove the shifter bracket assembly and replace with new, following Workshop Manual Section 308-07B.

thanks for the reply, I had trouble turning the driver side hub, sounds like a good idea to change out the hubs.

Try at least a basic diagnostic before throwing parts at this truck, that's just silly. Hubs aren't cheap and they could be completely unnecessary. Not to mention one being hard to turn hardly necessitates buying a new set. If you want to make them easier to turn, take apart, clean, and re-lube.
Try this: Put t-case in 2hi and unlock hubs. See if you can rotate front driveshaft easily by hand. Lock hubs, see if driveshaft turns with front wheel movement (either in the air and spin wheels by hand, or on the ground and have a helper move truck). Unlock hubs and put t-case in 4x4hi, see if driveshaft spins with truck under power (use helper). These diagnostics can be done in 5 minutes or less before you go spending money. Report back.

warn and mile marker are both great aftermarket brands if you do need to change. I don’t disagree that the factory hubs are a lot of plastic junk, but try my diagnostics I posted first and go from there. Just because they’re plastic I wouldn’t go replacing them as preventative maintenance unless you travel deep into the wilderness and are worried about being stuck and alone. My factory hubs are working 20 years later with some simple cleaning and lubrication.

Keep all the tires on the ground and lock the hubs with the transfer case in 2wd. Try to spin the front driveshaft by hand, it shouldn't spin if it does then you have a hub issue. Then unlock the hubs and make sure the driveshaft turns freely. Then put the transfer case in 4x4 with the hubs unlocked and try to turn the front driveshaft, it shouldn't turn if it does then your transfer case isn't engaging. Also does your 4x4 light come on?
