Obviously, there's a lot that can happen between now and 2023, but it looks likely that we'll get the next-gen of the Ranger Raptor. Check out the story here for the full breakdown on why.

 

Even if we don't get it until the next generation, it's already clear the aftermarket is going to make sure buyers have every opportunity to turn their trucks into off-road demons...

 

That timeline would seem to coincide up with the new Ford/VW partnership for a new midsize truck which will replace the T6 Ranger for Ford and Amarok for VW.

I would anticipate that Ford will favor utility and offroad sport oriented trims (inc Raptor), while VW favors the street sport and luxury market segments.

If the Ranger sells well, I expect the next gen to have a Raptor.

I'd really take Ford's "no raptor" statement to be a narrow statement(ie, no Raptor at release or no Raptor during this generation).
