Unhappy Touch Up Painting Advice

Hi Group,
I have a newly acquired 2010 F-150, Got a great deal on it, low Km's, Well Maintained.. Its just starting to rust out!!
Whats the best way to perform touch ups to the paint? I'm not a painter or body man.... However, Just finished welding in new cab corners and rocker panels! The bottom half of the truck will be repainted by me some-how which i am not too concerned about, BUT its got all these weird spots in the oddest places ( hood, doors, roof ) where it looks like the paint just simply did not adhere / stick, they're not very big... Just small round circles no bigger than a dime.... I'm looking for recommendations on technique and products ( Reputable ) to use... I watched a few You-Tube videos so i have some-what of an idea, Any help is greatly appreciated!!! One last question, My 06 F-150 has the same deal going on with paint issues i'm letting it rust away as its not worth to fix, BUT! WHY does this happen?!?!?

You should check with a body shop first. I did and they only charged me a couple hundred bucks to fix about 8 of those. Between the time and material costs I would've invested it was well worth it to have them fix them professionally.

Probably rock chips that removed some paint to bare metal, then salt got under the paint. I'd get a pro to do it, as well. If the rust is not completely removed, it will bubble and be worse than before. PO likely did not wash the truck during winter... I get mine at least weekly, to include an undercarriage blast, to remove salt, etc.
