question about trailer brake controllers??

friend has a 2008 explorer that does not have tow package. They were looking at getting 2" class II hitch, light hookups and trailer brake controller. I was asked if you can put a brake controller without the tow package in place..

can the brake controller be hooked up in this case. I know in my 2003 f-250 there is a plug under the dash for a brake controller and the plug in's, 7 and 4pin, connectors are in place near the hitch.

If so, what is the best way to make it work. They will be pulling a 3500 lb [email protected] trailer around the US this year sometime.

minimalist is starting off with a positive reputation.
I am using a Tekonsha wireless brake controller and am happy with it. The nice thing is that it will stay with the trailer and will also work with other vehicles that do not have a brake controller. All you need is 12v. I believe that can come also from the battery but I am not sure.

class 2 hitch is up to 3500 lbs. if the trailer advertised weight is 3500 lbs, then they are going to want a class 3 or 4 or something bigger, because they will be over the recommended weight. From all my reading the number advertised is dry or empty weight, and when you start loading it, it goes up.

Unless you are talkjng about gvwr. But still i would think a little bigger hitch might be nicer.
