351w wont hand /ext bar crank over abt 180 degrees

351w

This engine has been in storage since early 90s.
I had this engine rebuilt in 1984 and had put about 1000 miles on it before its storage in 1992
In 2000 I "breaker bar" turned the engine over easily.
Just last week ,before turning the engine over again ,I did 1-3 first
1-plugs removed
2-belts removed
3-man trans in neutral
(4- and for the planned startup,5 qts oil w/ high zinc (no stated amt)/ phosphorus in pan)
It "breaker bar "turned the engine easily until it reached about 180 degrees (,both clock and counter clock directions),but either way I could only get abt a 180 degree rotation.

Next I marvel mystery oiled 2cc in each cylinder and it sat a week.
Today I tried to turn the engine over again the same way I did above and it hasnt changed a bit.
The engine has been in the southern california desert area since 1998 where the humidity is primarily 20 to 50% so I wouldnt expect ring rust to be likely.

Any clues what the problem may be and how to free the engine up short of taking it to someone ?

If it were me I would pull the valve covers and see what the valves/rockers are doing. Many possibilities, including dropped valve. If that tells you nothing, I would pull the heads, then oil pan if possible. Sounds like the crank or pistons are getting held up on something. Hell try'lpulling the starter if it's jamned on it.

Better to start into it yourself instead of paying a mechanic to tell you you have a problem.

I think your procedures up to this point are sound though.

No rust, but you DO have "critters" that like to nest in cool dark places.

i found 8 rat mummies in plain sight. No tellin in the covey holes. Antenna wires chewed. Over the years Ive noticed rats like some wires and not others.

DISCOVERD WHAT WAS WRONG.

enough humidity over the years accumulated in an open valve and you can now figure the rest. Ill give the quick basic gory details later when I have time
