Well the voltage & resistance look good, but is the valve opening and closing properly, tough to know.
Is the EECM sending signals to it, tougher to measure as previously discussed.
But, you can unplug the IAC to see if it make a difference.

The 81 & 82 can be checked out, see post #33.
The 44 you may have to live with, not an issue.
If the TAD & TAB Solenoids are missing or if they are faulty, you can put a 100 Ohm resistor across the 2 pins in the connectors.

Take a close look at the TAB and TAD solenoids, if the thermactors have been removed, you need to verify that the vacuum lines are properly capped and plugged.
