Hub centric or lug centric

I have two sets of rims for my 1994 F350 4x4, single wheel long box. One is missing the lip that slides over the hub and is very difficult to put on and remove. Could one set be hub centric?

The nice clean, painted rim is hub centric, even though it has acorn lug nuts
The rusty rim is lug centric
