I've not worked on the parking brake systems but if you don't find much help here try this sub-forum maybe: Brake Forums
Hope this is easily fixed or repaired Marc!

You don't need this tread moved as someone may yet come along with advice or experience here. I'd create another separate post in the brakes forum maybe referencing this one. It can be helpful having different eyes looking at a single issue.

While your van is the next generation from my 1989 model, I think the procedure is the same.
The star wheels on the wheels adjust the service brake only. They do have to be properly adjusted to set up the parking brake later. Adjust them until you just begin to drag then back off a couple clicks.
For the parking brake pedal to go to the floor, you either have a broken part in the pedal assembly, a broken parking brake cable ( there are 3, the front, and a left and a right rear cable) or the parking brake itself is badly out of adjustment. The rod going to the equalizer bar is threaded, and it there that you adjust the parking brake. Apply the parking brake about 4 clicks on the pedal, and adjust the rod until the wheels begin to drag. Release the parking brake pedal and check the wheels turn free

Google ford e350 parking brake adjuster, there are a lot of images. This one is basically what is under my motorhome, and turning the nut adjusts. Perhaps your later generation van uses a different system

If the cable is slack, there are universal cable adjusters available that can take up slack
