I'd start with installing a new Ford or IH ICP sensor, if the old one has oil coming up thru the connector. If the harness is wet with oil blow it clean with contact cleaner or brake cleaner. Inspect the wires carefully. At this age they've probably been yanked on a few times. Same with EBP harness, get a good look at the wires. Then get the EBP sensor off (Use two wrenches so the bracket does not bend) and clean it and the tube. Typically with trimmer line chucked in a drill, search for videos. Once both are squared away the WIF light should be good.
Definitely get a way to read codes, one of the OBD setups above. I use a $12 OBD reader off amazoo and $5 Torque pro app. You can also use it to monitor say the EBP signal. The values it reports are a great way to check if that system is working.
When it's trying to run, is there smoke? Can it rev up? Does it run while cold only, then die off and not restart when hot?
Also check wire harness over driver side valve cover. Underside of it can rub on the valve cover and give intermittent shorts.
Did you drain the fuel bowl with the yellow lever? Might have a few ounces of something not diesel at the bottom.
Have you tried icp unplugged and ebp plugged?
inspected the ebp tube for cracks?
I tried the icp unplugged and ebp plugged in and it cranks with one to two sputters but no start. I have not checked the ebp tube as i was stoked that it was running and tried working all or most of the air put of the system.

when it's cold and try to start it it does take a couple throttle taps to get it going and while its hot its easier to restart. After the initial start last night it hasn't smoked any at all where as last night it was white clouds. To me it's mimicking a cam shaft position sensor as it hick ups while throttling it and only holds an idle for say 5 sec up to a minute so I did order one from riff raff this morning with three day shipping so i assume it would be here this weekend. Oil level was fine yesturday morning when I checked it. I've drained the fuel bowl idk how many times I've lost count and put fresh diesel in the bowl itself twice. I've checked the valve cover harness as well and havent found any chaffing or exposed wires on either side of the harness or valve cover connectors.
Well I figured I'd stop in a give another update the cps came in from riff raff and would ya know it fired up and runs like the day I bought it thanks guys for all the info on here truly. Next I gotta save an order the icp. Have tried the icp and ebp plugged in and it runs for a bit sputters but fails to catch it's self so I got the icp unplugged till I get the new one ordered and I haven't tried the ebp plugged in by it's self yet but will shortly
