Can I install a 2003 7.3L in a 1999 truck

My 1999 needs a new engine. I can get a 2003 (Ford sourced) but will it pass california smog and/or will there be other issues

Exactly what are you getting from Ford? Long block, short block, etc. Is your truck and E-99 or a 99.5?
