O2 sens mon and O2 htr mon NEVER ready

I have a 2013 F150 (ecoboost) and those two monitors are ALWAYS incomplete, so truck will not pass inspection. I have driven it thousands of miles and no change. Intake air temp and outside air temp match before starting engine. O2 sensor numbers (voltage and current) all look normal on my scanner while engine is warming up and operating. No codes or pending codes, truck runs fine. Anyone ever heard of this particular issue?

What is the history of this truck? Mileage, length of ownership, maintenance, repairs, mods, etc....

162,000 miles, only normal preventive maintenance, no mods, owned since new in 2013.

I have seen issues with monitors not getting tested and the first thing I always check is the battery, As dumb as it may sound sometimes a weak battery can starve voltage to the PCM on startup and clear some of them. Worth a check anyway

Seems to me bad O2 senor is causing the OBDII from getting back to normal run status. It is quite possible the heaters in the sensor might be bad. I always replace in pairs. These Ecoboost have 2 on each bank. Have they been changed out, 162,000 miles on them is a lot of miles.
