So around the back of the valve cover, rather than tightening down the bolts directly on the cover and possibly bending them. This fits around the back of the valve cover flange and assist in holding the valve cover down without bending it? Is that what you're saying?

on mine there is a stud with a nut on it(like a piece of all thread with a nut fixed on it), this stud holds down to the valve cover, then that piece slides on the top of the stud, then you put another nut on to hold that piece you have down.
best guess is that its for rigidity on the back of the valve cover in case of contact with the firewall.
That does not make contact with the actual valve cover, and I have no idea why it's on our trucks.
And I'm pretty sure the '99 and newer trucks don't have them.
I could swear I saw that bracket on an International truck use that thing for something I just can't remember what...
