1995 351 Crank No Start Condition

1995 351 Crank No Start Condition

Hope someone can share their experience with this condition. Here is what I have checked and verified are all in working order. ICM, Coil, Distributor, Plugs, Wires. I have tested the PIP signal to the ICM and on to the coil. Both tested as good through the use of an LED tester light to indicate the pulse to the Coil. There is a spark from the coil, but a weak, yellow/orange - not enough to start the engine. I have also found to have no more than .6 Volts at the PIP signal wire on the ICM - the top wire on the ICM with the KOEO. I understand this should be around 10 - 12V. When I disconnect the distributor harness I have the 10-12V at the PIP wire. Distributor is new as I said. Cannot figure this one out. And, the ECM is in working order - swapped one from a known working engine. Any next step recommendations out there? What next things to check to get this engine to come to life?
