Fuel pressure needs to be checked under load. Revving in park does not require enough fuel to expose a weak pump or partially clogged in-tank screens. You could rig up something temporarily to test it on the road, but if you're going to keep the truck I'd recommend a permanently installed gauge.

One trick is to blow light shop air back thru the lines from the fuel pump. Open fuel filler cap first. Some good write ups on here for that procedure. If the in-tank screens are clogged that can blow off the crud temporarily.

If you have fuel pressure under load, moving, then it might be cups. But that turbo will help with stock injectors also. But get some tunes when all is right.

whoa Chet, lets not have him move too fast, bud. Firstcthing is, rebuildcturbo with new stock/aftermarket wheel. While doing so, check all your clamps, turbo butt alignment, boots..etc

If that is his turbo wheel I would be worried about No. 8 compression, or possibly pieces of that stuck on the valves.

Do you have any way to run a compression test before you start throwing parts at it?

I highy doubt there are any big chunks in the valves. They would have to get through the intercooler.
