Idle up and down when A/C is on

I noticed that when I turn the A/C on my idle vacillates up and down and doesn't stay consistent. Is this the IAC valve?

The computer is supposed to bump up the idle RPM when the compressor is active. Most of the time we have seen too large of a RPM increase the A/C system was low on charge.
