It's a Helmholtz resonator. It addresses a specific resonance frequency. If you're not familiar with Helmholtz resonance, you can blow across the top of a bottle to make it hum. No air is going into or out of the bottle. The same thing is happening to that resonator in the intake pipe, only it is there to create an opposing resonance to counter noise in the intake pipe. Removing it only makes the intake noisy. You won't hear the turbo, you won't improve performance. You'll just have more intake noise. It also won't throw any codes since there are no sensors monitoring it.
