Remember.... most of the aftermarket LED's are not DOT approved, Not for daily on-road use, .....But only illegal if you happen to run across a cop with a hair across his A**.
They could "write you up" pretty good.
LED's do not "broadcast" out onto the road, sure, if you see someone coming towards you they burn a hole in you retina, but they are doing the driver no favors.
I usually end up High beaming them cause there are too dam bright, and have seen CT State cops generate some revenue for the state on these "Morons" using light strips on the roads.....

Technically, aftermarket LED headlamps are illegal in all 50 states citing FMVSS-108, but proposed changes were made in 2012 and 2015 but to my knowledge have not been adopted or incorporated into FMVSS-108 as yet. There are thousands and thousands of complaints about glare to oncoming traffic and the NHTSA is still reviewing them. It should also be noted that it is not illegal to sell them, but you install them at your own risk of being cited. Don't shoot the messenger.

I would venture a guess that the super bright headlights that you are seeing are NOT LEDs but in fact HID or other projector-type lights.
Any off-road lighting should not be used on public highways but let's not lump that issue in with LED replacement bulbs designed and approved for highway use.

I would hope that anyone on this forum looking at buying/using LED headlights would have the presence of mind to buy DOT approved lights.

*Headlamps must be replaced with OEM or like kind bulbs or lamps. In other words, incandescent (halogen bulbs are incandescent, and approved) bulbs only unless the vehicle originally came from the manufacturer with LED or HID headlamps. This is spelled out in FMVSS-108.

Standard 108 of the FMVSS doesn't specify what the light source is just its reflectivity. The new 2018 Jeep Wrangler comes with LEDs.
