Issue with lights on 2000 F250 possible wiper switch issue

I have an issue with my lights and I think it might have something to do with my wiper switch because I cannot get the brights to work and the wipers tend quite or not even turn on and I end up. And my lights do turn on but the switch it self is between the parking light and the headlights. I replaced this switch and it is still doing it. Could the wiper switch be my issue and if so How easy is it to change. I really do not want to undo my clock spring again. Thanks for the help.

The Multi-Function Switch could be the issue. However, prior to replacing it, I would ensure the Circuit Integrity is in tact for the High Beams. Also, there are two fuses for the Headlamps in the Under Hood Fuse Distribution Box.
