I was given a 03 expedition with a mangled ignition. I bought a used steering column with a key and now it wont crank over. How do I fix without going to the ford dealer?
The key will needs to get relearned to the pcm, it’s the pats(anti theft) that’s keeping it from turning over. Unfortunately. A trip to the dealer or any independent shop with an IDS, program the key and it should be good to go.
I thought PATS disabled the fuel pump or fuel injection system, not the starter?
Everytime I have installed a used PCM or column in any ford with PATS, it will never crank over till the key is learned, the theft light will just flash, and trust me, I’ve replaced a lot of ford PCMs for multiple issues.
Actually, it depends on the model year in the Expedition. The early PATS systems would allow cranking, but disabled the injectors if the key wasn't recognized. The later PATS would disable the starter as well.
Starter interrupt was done on select models all the way back to their first use of PATS. F150s started getting the interrupt feature beginning in 2004 NBS. Expys began in 2003 MY.
If the OP still has the original key, do a "redneck PATS bypass" to get it going.

is that also the case if you just change columns out and keep old ignition and key to use?
