If I remember correctly the way to track when the cup sealant was changed over was by engine serial number and it was some time in 99 but not necessarily a E99 v L99 thing. Will see if I can find the info.

What Paul said. Sometimes things go back and forth during a change over. My truck is an '01 but was in the time frame of testing PMR's and then using the rest of the forged rods till they ran out when they went to PMR' for good.

Found this in Gooch's Coolant thread

*Tip* Due to International's compatibility tests, all pre-2/2/99 build engines (pre-SN 940614) should use a conventional coolant with the addition of SCA (or a pre-charged conventional coolant already charged with SCA).

^^^ this can be a new thread. So, when was a L99 accepts. Mines a June ride. Can there be a March truck with no IAT heater with fender badges? Or have an IAT with fender badges. Shorter sitn turbo after 2/2/99...
