2000 Excursions won’t start

2000 Excursion V10 4wd. Will crank all day but won’t start. No power at coil when key is on. Fuel inertia switch didn’t move when I pressed it. Battery is good. Fuses in dash all have good continuity. Swapped fuel pump relay with another under hood. Will not start on ether. New battery in key fob. No codes. I’m not certain if I hear fuel pump with key or not. I hear something running for a few seconds but sounds like it’s in dashboard. With no spark, I’m not sure fuel pump will matter at this point. Looking for hints and will keep digging and updating this post as I try more things.

Only have 1 key. I’m quite certain that’s all it came with. 236,241 miles. Completely stock to the best of my knowledge. I bought it almost 2 years ago for parts/maybe a project and it hasn’t left my yard since. I am using it this winter just to pull my other vehicles out of my driveway in case they get stuck in snow.

If you have no power to the coil, then that is what you need to focus on since the engine cannot run without power to the COPs.

Start with the PCM Power Relay and the fuse(s) that run the PCM. If the PCM doesn't power up, everything downstream, including the fuel pump, is irrelevant.

Every fuse in cab has good continuity. I continuity tested every ecm and pcm fuse under hood. I swapped a couple relays around. No difference. It started hard last I started it a week or 2 ago but it did start. It sits a lot. I added 5 gallons sort of gas as it was pretty low.

You need to think of how the parts function in the system, not just as individual parts.

I mean, you need to test it AS A SYSTEM, not as individual components.

When you first turn the key to ON, does the check engine light and a bunch of other stuff light up on the dash? The important one is the CEL. If it's not lit, there's no power to the PCM.

Power to the COPs - how did you check it? With the key on, check for +12V between each wire and ground. The +12 feed to the COPs should be red with a green tracer. If there's no +12V there with the key on, there's a very limited amount of things that can go wrong.

Report back with answers to the above.

I’ll have to get back to you on the CEL as I’m not home right now and I don’t recall.

With the key on, I checked both wires on 1 coil for power. Nothing on either wire.

Nothing between each wire and GROUND? Then you have to trace back into the wiring if all fuses are good, and relays. The PCM relay gets power from the same junction as the COPs it seems.

For my 2001, but should be the same:

Correct. Key on, checked for voltage from each pin with a multimeter. No voltage.

Check for power on both test points of F30 (ignition switch in RUN).
