2000 F250 super duty V10 cranks but not firing in cold weather

Bought the truck literally 364 days ago
A tad over 100k on the truck(or so I think, odometer stopped as it was flipping over to 106k this summer)
Generally runs pretty well, idles around 1000 rpm or so, tad higher cold, tad lower warm, about 100 rpm in either direction...haven't done too much to it other than oil changes(5w-20 regular oil is what the dealer put in but changing to 5-30 regular oil- like the factory sticker says to run....replaced the ?egr hose or whatever it runs to( the one that's about 5/8-3/4" that sits on top of the manifold n gets a wear hole in it)....put a brand new napa battery in it right after I got the truck- the year old battery that was in it was froze solid ( temps were like twenty below )n the napa guys didn't know how it started...put a k&n filter same time...
Couple few times last year when was really butt assed cold like has been recently ( high temps below zero for a couple days), truck would crank crank crank like no tomorrow n not fire, then would get an " almost start "for like half a second, then back to cranking, and it would start after more tries... believe I was leaving the block heater plugged in overnight as its outside...seemed like it was intermittent to rare that it happened n had to be at or below zero farenheit...
This year, hasn't happened until yesterday when I went to start it for the first time in two quite cold days( minus eight or nine for high temps, -20 s night)...block heater wasn't plugged in for those two days and had plugged it in a few hours before trying to start it yesterday ( high got to minus three or so).....crank crank cranked, got one almost fire for half a second...took off the air cleaner, had someone​ give it a shot into the throttle body a couple time n it didn't fire at all any of those times...
Has been plugged in now since yesterday so block should be plenty warm, have tried a few times today, crank crank crank, haven't had an almost at all since the one real quick one yesterday...put a code reader on it, no codes( not running, KOEOFF)
Have read several threads that go right to the fuel pump, but the motor didn't fire with couple tries of spraying starting fluid.... suggestions????
No idea what fuses or what to check on a modular V10, have been pretty much a straight six guy

Did you try pressing on the gas pedal slightly? If not, this sounds like the IAC is stuck.

Have pretty much tried light touch on pedal, have tried the bozo nono with ped to the floor...all the mechanics I know keep saying fuel related, not spark related...have thrown some heet in the tank but that ain't gonna do too much if there really is some condensation frozen somewhere in the lines somehow n it hasn't worked it's way thru the lines...
Am leaning towards ice in the 1/4 full tank...thx for replying

Get under it, put your ear to the tank, and have someone cycle the key from off to run and see if the fuel pump runs. If not, smack the tank with a 2x4 a few times (use a reasonable amount of force, but not too much) and see if the fuel pump will start up.
