2002 f250 5.4 keeps throwing plugs... Should I get better heads or crate engine?

2002 f250 5.4 keeps throwing plugs... Should I get better heads or crate engine?
2002 f250 5.4 4x4 enginekeep throwing plugs. Should I get a new crate engine with PE heads or just get PE heads???
