Not sure what you have, but if it was my truck it would probably be a fuse. I think fuse 13 is the one to check in the under dash fuse box. Mine is at the top and is 15 amps I think.

If you didn't check the fuses under the hood, pull those and check them out. I think the 30 amp in the fuse box under the hood is the main one but not sure. If those are all good then it is probably your clock spring. Have you run diagnostic codes? Is your 96 standard shift or auto?

Well I fixed mine as stated in post 3. But, my horn was working. Other than the clock spring as an obvious suspect in this instance, I would just research your symptoms on Google and YouTube as there is a lot of info to start finding your solution. Sandy
