My front brake caliper bleed valve is snapped off and I was wondering if it could be bleed correctly at the hose caliper connection bolt and if not should I fix the caliper or just buy a new one.

yes you can, but it will not usually get all the air out.
you would be best to just replace the caliper and lock pins.
and before you put the caliper on, remove the bleeder and put a dab of never seize on the bleeder threads.
