i have never set them that way. i put it on and slowly move it until it shifts. that is why i said to return it to the position it was before you moved it.
the way you have it set currently is opening the valve way to fast releasing all the vacuum.
returning it to where it was will hold vacuum in the valve.

i opened up the vrv. the plastic actuator rod inside has a small tooth that fits into a cutout inth back of the green actuator. the tooth was broken off.
ive crasy glued it back on. will reinsrall it in the morning
