98 F150 Column Interlock Issue w/ ABS light on Code 15

Hello,

I have a 1998 Ford F150 5.4 4x4 Step side. Truck is in great shape for the year and mileage (130K). I recently developed a strange issue. About a month ago my ABS light came on. I didn't have time to look into it so I kept driving on it. One day my truck would not come out of Park. The column lock would not unlock. I pulled fuse 9 and my gonging sound came on, I was able to start the truck and put it into drive without an issue. Here's were we stand. I have a snap on red brick scanner. I was able to pull codes P1157 & P1703 from powertrain. I was able to pull code 15 from the ABS. I tried to do a self test with the scan tool however the tool was not able to communicate with the RABS module. This leads me to believe the RABS module is bad but I would like to do some diagnostic work before pulling the dash and replacing it. With the shift interlock fuse out I have no taillights. With the fuse in I can't get it into gear. How do I tackle this problem.

Hold on a moment please.
What does the 1157 code tell you?
What does the 1703 tell you?
Don't disregard the codes and launch into other areas without verification that needs to be done.

1157 code is a lean condition detected by the Ox sensor bank 2 rear sensor.
This has nothing direct to do with ABS or the shift inter lock.
1703 Tells you the brake switch is out of test range.
Suggest you take a look at the brake switch mounting and function as the probable cause of not being able to shift out of park. This switch operates when you step on the brake so the interlock can operate.

The OX sensor code may be another issue. Since the rear sensor is a Cat monitor, you need to find out why its detecting an issue. Is the cat at fault etc.
Code 15 is still another issue.
Pulling fuses is just causing confusion and gains little.

1. The owner's manual has the emergency shift interlock bypass instructions in it. Read it.

2. The shift interlock is released by the brake lamp circuit when the ignition is in RUN and the brake pedal is pressed. If the brake lights do not work, neither with the release for the interlock.

The P1703 could be either a circuit or mechanical fault or it could have resulted from an incorrect testing procedure during KEOR test.

If you have RABS and not 4WABS then you cant communicate with the module with a scan tool. The only way to pull codes from RABS is grounding the test wire behind the right kick panel and counting the light flashes.

Brake switch. 21 bucks at advance. Had the same problem in mine with the shifting and the brake lights. Took it right out. My ABS light is still on, but I suspect it's from the relay.
