2000 7.3 Powerstroke won't start!

The codes may or may not mean something. Extended cranking with no start can trip all sorts of codes. If we just look at the codes, your main issue seems to be all your odd side injectors are not firing. Either due to wiring, connections, IDM, or perhaps a bad solenoid, but since you don't also show P1316, and it starts if it's plugged in for a few hours, I'm thinking you've got injector issues.
Pull the valve covers and watch the oil discharge port on each injector while someone else is cranking the engine. They should all be spitting the same amount of oil. Then plug the truck in for a few hours and repeat. Notice which injectors start spitting oil or spitting more oil than before (those injectors are worn). Then watch as the truck warms up and see if they don't spit even more oil as the idle smooths out. Cell phone videos might be helpful for comparison purposes.
Sounds to me like you've got worn injectors. They can get bad enough they won't even start in 80 degree weather unless they are plugged in.

And how does the volume of oil compare between all 8 when cold vs. when hot?
