RVs are exempt from CDL requirements in the United States. If you're RVing and not hired to move or deliver them.
It will handle a 5th wheel with ease. It won't be fast.

Personally I would avoid a 3208 if I couldn't confirm it's service history.
Heard they are a good local truck motor but that's it.
I looked at heaps of them down here (Oz) usually Clarke 5 speed and 2 speed rear and could not find a good one to start with.
The reasons I bought the 76' LN8000, 6V53, RTO6610 and a single speed R190 Rockwell rear axle.
Tenwheeler, I don't know of anyone ever doing a 3208 inframe rebuild because you have to drop the engine out to rebuild it.
Still be Ok as a 5th wheel puller.

3208 cat were fine if serviced and 550,000 km is not much at all for a non sleeved diesel. my 7.3 powerstroke is creeping up on 540,000 and its just broken in.
because it shows air brakes it could be a 6610 eaton, but more liekly a 5spd clark with a 2spd axle . it really won't pull your trailer any better than a 7.3 powerstroke dually, but it will do it. and will look a lot cooler!
a newer rear axle with full air suspension would make it a much nicer driver, especially if you are going to shorten the truck.
3208 smoked on start up even when brand new, don't let that scare you. if it keeps smoking are 10 min warm up , you might want to rethink........................

I still reckon there's nothing wrong with the little cat/Ford diesel as long as it was well maintained to begin with.
Plenty still pulling short low loaders and tippers around down here.
OP never told us whether it was a 7000 or 8000 L, guess we will never know.
Just to give you an idea here's my 8000 VIN tags showing its GVM and GCM originally a factory Clarke, 3208 2 speed Eaton axle.
