You can get high speed wire brushes for an angle grinder:

How rusty are the wheels?
Unless they are rare wheels, steel wheels aren't expensive enough to spend a lot of time on, and to risk having a weakened, failure-prone wheel on the vehicle.

There was surface rust on the exterior side that a drill took care of pretty well, but the interior was pitted a little. Nothing too bad - I used an angle grinder for the heavy rust on the interior and I don't think the integrity of the wheel was compromised. They're just old Kelsey-Hayes wheels - nothing spectacular, but I got a good deal on them and wanted to make sure they were in decent shape before putting them to use. I'll post up a picture shortly.
